Rationale:
Pursuant to
the Regional Workshop held as part of a CARDS
/ WIPO University Research and Development Initiative organized by CARDS Regional Program Industrial and
Intellectual Property Rights funded by the European Commission (EC) and implemented by the European Patent Office (EPO) in
cooperation with the World Intellectual
Property Organization (WIPO), a specialized agency of the United Nations (UN) and the State Office for Intellectual Property in
Skopje (SOIP) in June 7 - 9, Professor Dr. Arslan Kaya of the Law Faculty, Istanbul University (IU) and Dr. Mehmet Nafi Artemel of the Department of
Management, Boğaziçi University (BU), were invited as delegates and
participants to attend the said event from Turkey on behalf of the Turkish Patent Institute (TPI). A detailed
report in connection with the aforementioned workshop was subsequently prepared
and submitted to the TPI.
Appointment:
On July 19, 2006, by virtue of
an official letter from Yumiko Hamano, Project Coordinator for WIPO University Initiative, accompanied
by pertinent documentation, Dr. Artemel was formally designated as University Intellectual Property
Coordinator (UIPC) and Boğaziçi University selected in Turkey to be entitled to
participate in the WIPO University Initiative Program.

Initiative:
The program
has been introduced by WIPO with the objective of developing a greater
awareness of the nature and functions of the IP system and enhancing capacity
and knowledge building in IP through a designated University Intellectual
Property Coordinator (IP Coordinator)
who is entrusted with the dissemination of information and advice on IP
matters, thus facilitating the exchange of information and experience. The
coordinators liaise with WIPO and with a contact in the national IP office and
are given access to training.

Current Engagements:
In view of
the significance of IP related issues to Small and Medium-sized Enterprises (SMEs) and the fact that none of the
publications pertaining to SMEs by WIPO
have yet been translated into the Turkish language, a commitment to undertake
three particular publications has been deemed appropriate for a task that calls
for accuracy, reliability and responsibility. In selecting the publications,
existing resources and the potential for widespread dissemination of the
findings resulting from the completed translations have been instrumental.
IP Coordinator, with the assent and under the requisite
authority granted by the Chair of the Department of Management has submitted a formal
proposal and request to obtain the requisite rights to undertake the
translation and/or customisation of the following IP publications by the SMEs
Division of WIPO:

Enterprises"

"Inventing
the Future: An Introduction to Patents for Small and Medium-sized
Enterprises"

Projected Commitments:
Courses shall be offered, in the academic year of 2008-2009, within the curricula of the Department of Management, both at undergraduate and postgraduate level by IP Coordinator in “Legal Aspects of Intellectual Property Management” to the university student body irrespective of the degree for which they are registered.

dissemination among universities of a model developed and proposed by the
Institute for allocating increased weighting to patents as well as introducing
a points-system from the date of filing as part of fulfilling the requisite
total points for academic appointment and promotion.
